Traditionally, land managed by the Culture, Leisure and Regulatory Services has supported a number of different concessions with a range of offers focused on the spring and summer seasons.
We now have the opportunity to offer out two sites as part of an autumn/winter season trial. This is intended to support the development and expansion of an appropriate business and to help them as part of their recovery from the pandemic.
The Council is seeking to award a concession for both a Pop-Up Kiosk and a concession unit site for a new contract period. Both would be expected to offer a food and drink provision suitable for the autumn/winter season.
The concession would be expected to start on Friday 1st October and can remain on site until Monday 21st March 2022.

Pop up kiosk Clarence Esplanade - between South Parade & The Briny IRO ?800 pcm
Mobile Unit Duisburg Way IRO ?500 pcm
We are seeking offers which are appropriate to the context of the site, which takes into consideration other offers in that area and support a diversity of offer for the public. We will not introduce a concession which conflicts with a nearby trader and existing businesses.
Suppliers can bid for either one or both sites. If bidding for both sites, where the offer varies between the sites the suppliers must clearly identify each site proposal in their responses to the quality questions on the application form.
The concession provider will be expected to:
- cover all costs associated with the running of the catering unit
- provide their own power to run any mobile unit
- to remove any waste generated as a result of the catering unit from the site at the end of each day and provide suitable waste bins as necessary to manage waste from their sales
These contracts are deemed concessions as they generate an income to the Authority.
Set out below is the proposed procurement timetable. This is intended as a guide only and whilst the Council does not intend to depart from the timetable, it reserves the right to do so.
Should the return deadline date change, all suppliers will be informed of this via Intend.
