description
The Supplier will review a Terms of Reference (ToR) document provided by the Belize Ports Authority, in order for Cefas to run an open competition for a supplier to review Belize's current and emerging maritime activities and relevant policies. The supplier appointed via the subsequent open competition will make recommendations for policy improvements to meet stated objectives of the Belize Ports Authority and that support sustainable development and integration of the maritime sector with other activities and policies in the marine environment.
For the ToR review, Cefas will facilitate engagement and introductory meetings between the supplier and key stakeholders, including the Belize Ports Authority, Department of the Environment (DOE) and the Ministry for Blue Economy and Civil Aviation.
Deliverables:
- 1.Engage with key stakeholders, as facilitated by Cefas, to discuss the requirement.
- 2.Review ToR provided by the Belize Ports Authority and make recommendations that will ensure the ToR reflect their stated objectives.
- a.Note: any policy recommendations or reviews that the ToR state require that the supplier appropriately seats those recommendations within the existing and developing maritime policy landscape in Belize.
- 3.Provide an interim, tracked-changes version of the ToR for Cefas to review and provide comment on.
- 4.Provide a final, clean version of the new ToR document for Cefas to review and approve.
- 5.Provide an explanatory document alongside the final ToR, documenting the changes and why they have been made.
- 6.Provide a high-level estimation of the value for an appropriate organisation (to be appointed via open competition) to deliver the work that has been set out in the ToR.
The Contract was a Direct Award to the Supplier due to creation and ownership of methods and data required for the work.
