Provision of a Contract to supply Specialist planning advice

Specialist planning advice required in connection with a claim for compensation in answer to a notice to treat served on 17.9.14 under Compulsory Purchase Order No 2, HA No 83, in connection with the A5-M1 link, Dunstable Northern Bypass. A report on these issues to be produced by end of September 2016.

The advice required is in connection with land in the former South Bedfordshire District Council Local Plan (adopted 2004), subsequently Central Bedfordshire Local Plan, designated as green belt as at the date of the notice to treat as shown in Appendix B. The land to be acquired (approx. 3.78 acres title and 4.00 acres under licence) is for the construction of a road scheme, the freehold CPO acquisition dissecting the claimant’s ownership. We understand that the land was to be released from the green belt under the Bedfordshire Council Development Strategy, released in 2014 to plan for growth in the region until 2031 but the local plan was withdrawn. A new plan is being drafted but subsequent to that, planning permission has since been gained in 2015 for a B8 use with associated office accommodation on the remaining retained parts of the claimants land, lying either side of the new scheme works.
