description

The proposed scope of work is to develop an Investment Plan for Tyneside in relation to risks from surface water, fluvial and tidal flooding identified by the RMAs. a) Review the existing data available from the RMAs and Northumbrian Water;

  • b)Complete an economic assessment of flood risk whole life damages, undertaken in line with FCRM appraisal guidance, HMT (Her Majesty's Treasure) Green Book and Multi-Coloured Manual on Tyneside. This will include the impact of climate change in line with guidance from "Flood and coastal risk projects, schemes and strategies: climate change allowances";
  • c)A valuation of ecosystem services/natural capital within Tyneside and potential environmental opportunities within flood risk areas;
  • d)Assess the current solutions identified from previous studies or develop new high level options as required. Quantify the benefits of the intervention to support investment decisions and identify funding streams;
  • e)Identify solutions that minimise whole life carbon impact and aim to increase natural capital where possible; and,
  • f)Develop an Investment Plan for Tyneside highlighting flood cells, high level benefits and costs, environmental opportunities, opportunities for present day and the future (taking into account growth, redevelopment/regeneration and the impact of climate change), a plan for delivery of the schemes and an analysis of stakeholder/partner benefit and the potential contributions required.
