description

Cambridgeshire County Council have been out for Soft Market Testing for a Property Asset Management Software Solution two years ago but, due to changes in senior personnel we are now looking to the undertake soft market testing/market engagement again to assist them potential options in procuring a Property Asset Management Software Solution that will capture property assets, hold all documents and key milestones relating to deeds and leases pertaining to its asset register. The software needs to capture property maintenance and compliance data that should feed a planned maintenance register. The software should capture the Property Facilities Management Helpdesk functionality and drive a reactive maintenance programme.

The Cambridgeshire County Council Estate comprises three core portfolios:

1.Operational council property, ranging from schools to highways depots, including approximately 565 core property assets
2.A 33,000 acre rural estate comprising approximately 200 tenanted farms
3.A substantial investment portfolio

The property asset management system is required to provide full capabilities in recording and managing all of the property interests and assets in the operational and rural portfolios. This will facilitate a full spectrum of estate and asset management functions for these diverse portfolios. Cambridgeshire County Council is moving towards a 'Corporate Landlord' model for its Operational portfolio and systems need to hold relevant data for this approach. The Investment portfolio is presently managed externally but core data on the assets will be held on the system.
