The agency requires a base lining exercise to be completed that will document the following (wrt Empirica Signal and Inspection):

| o | High level project plan from current to future architecture |
| o | List of milestones addressing short and midterm needs |
The core applications covered will be Empirica Inspections and Empirica Signal. We also expect Sentinel and TMS in scope in terms of process flows only.
The vendor will be responsible for (but not be limited to):
