Introduction

Ashford and St.Peter's Hospitals NHS Foundation Trust (the Trust) has approved an outline business case to construct a new Estates and Facilities building on the St Peter's Hospital east site. The build is to commence in this financial year.

The Trust wishes to procure a design team for the design, procurement and administration of the new Estates and Facilities building project.

Background

The Trust is engaged in a major reorganisation of space and service capacity that started with the sale of the 10 hectares of the West Site of the campus. The proceeds of the sale will be reinvested in site development on the East Site.

Scope of the project

The project is to be undertaken as a Joint Contracts Tribunal Intermediate contract, and in accordance with the requirements of CDM Regulations 2015. The proposal shall be submitted for the Principal / Lead Designer roles for the construction of a two storey steel frame, or suitable alternative, industrial design with concrete floors. Indicative sketch design drawings are attached. Consideration of both traditional and modular construction is required, with a design recommendation for the best option based on speed of construction, cost, durability, adaptability and appearance.

The design team will be constituted at the discretion of the Lead Designer in order to provide the following services for planning, design and building works delivery; ·Principal Designer

·Lead Consultant

·Architect

·Structural Engineers

·Mechanical and Electrical Engineers

The following will be provided by the Trust: ·Quantity surveyor

The appointment will include the following headings

1.Feasibility including assistance with the full business case (the business case element of this was incorporated into the West Site Disposal OBC)

2.Full design including obtaining planning permission and CDM 2015 responsibilities.

3.Tender and contract administration (including Building regulations approval).

4.Construction and equipment supply.

5.Technical commissioning and handover.

6.Post project evaluation/post completion.

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
