Warwick District Council (‘the Council’) is looking to contract with an external Leisure Economic Operator for the management of the Council’s Leisure Centres. The services to be provided are within the following Council leisure facilities:

Newbold Comyn Leisure Centre
St. Nicholas Park Leisure Centre
Abbey Fields Swimming Pool
Castle Farm Recreation Centre
John Atkinson Sports Centre (dual use)
Meadow Community Sports Centre (dual use)

Proposed Facility Developments

The Leisure Development Programme will extend and re-model the main leisure facilities – specifically at Newbold Comyn and St Nicholas Park Leisure Centres. The intention is to modernise the Centres and to prepare them for the next 30 years of operation. The Programme will generate the following new or refurbished provision:- The changes set out below will create income-generating opportunities which mean that not only will provision be updated to meet modern-day user expectations, but it will deliver improved quality and enhanced value for money.

Newbold Comyn Leisure Centre

Relocation of wet side changing room to create new village changing with pool level access
100 station fitness suite
New 3 x studios including 1 dedicated spinning studio
New 4 court sports hall
New entrance extension to include 50 seat café, servery and kitchen; new reception desk
Clip and Climb climbing facility
Refurbished changing rooms to provide for dry change

St Nicholas Park Leisure Centre

New entrance/reception area
New wetside village changing area
80 station fitness suite
New 2 x studios and 1 dedicated spinning studio
Additional changing rooms to serve the fitness suite and studios
Refurbishment of the existing main hall

These development options to improve and enhance the existing facilities are agreed in principle by Council at an indicative total project cost in the region of £12 million. The Council’s intention is that these works will be completed prior to/on occupation of, the facilities by the Economic Operator. The identified opportunities reflect the priorities for investment and development recommended in the 2014 Indoor Leisure Facility Strategy. It is anticipated that significant investment will occur in the leisure facilities located in the Kenilworth area as a Phase 2 to the developments currently planned. Applicants are invited to bid to be included on the Council’s short list for the provision of Leisure Centres Management for a period of 10 years commencing on 1st April 2017, with the potential for the Council, in consultation with the Economic Operator, to extend this for up to a further 5 years at the end of the 10 year period.
