ITT For Media Planning and Buying Agency

UCL is looking to appoint a media agency who will provide advertising management services for student recruitment purposes as well as research and commercial activity and ensure a coordinated approach to advertising activity across the institution.

The services required cover primarily media planning and buying for student recruitment, this will include media research and platform recommendation, campaign monitoring, creative services for the advertisements including art working, design and copywriting, advisory and audit services and training.

UCL may also require the agency to undertake advertising related to event promotion, research advertising, and UCL's commercial activities and any additional areas as required.

The specification detailing UCL's full requirements is set out in Schedule 4 ("Specification") and should be read before Bidders begin to respond to this ITT.

Additional information: University College London ("UCL") is seeking formal tenders for this requirement as detailed in the Invitation to Tender ("ITT").

UCL will issue the ITT to those suppliers who respond to the advertisement on In-Tend.

UCL is not a "contracting authority" or a "body governed by public law" as defined by the Public Contracts Regulations 2015. This procurement process is not regulated by EU or UK public procurement law. Where UCL advertises contracts in the Official Journal of the European Union, it does so on a voluntary basis and does not undertake any obligation to comply with the procurement legislation. UCL reserves its rights in full to adapt or step outside the procedures in the procurement legislation as UCL considers necessary.
