NHS South Tees Clinical Commissioning Group (CCG) propose to commission urgent care service which may include provision of Out of Hours Primary Care Services, Minor Injuries Unit Services and Walk In (urgent care) Primary Care Services for the population of South tees.
The CCG as part of their Clear and Credible Plan 2012-17 which has been developed alongside the aims and objectives of the NHS Five Year Forward View published in October 2014 sets out their priority to transform urgent care.
The Five Year Forward View starts the move towards a different NHS, recognising the challenges and outlining potential solutions to the big questions facing health and care services in England. It defines the framework for further detailed planning about how the NHS needs to evolve over the next five years.
The overall objective is to improve services for patient’s right across the spectrum of urgent and emergency care and identify potential solutions. STCCG aim to:
| • | Reduce confusion for patients by standardising/combining services where appropriate |
| • | Ensure a seamless service for patients irrespective of how and when they enter the system |
| • | Improve outcomes and patient safety by sharing relevant patient information electronically across the urgent care system |
| • | Educate patients around self-care and alternative urgent care provision – increasing the use of services such as pharmacy and NHS 111 |
| • | Achieve an overall reduction in the number of A&E and Walk-In Centre attendances |
| • | Increase the number of patients treated at the scene and to reduce numbers of inappropriate 999 calls |
| • | Commission services which are value for money, making more efficient and effective use of health resources |
The contracting authority will develop the service model to incorporate the Public Services (Social Value) Act 2012, specifically:
| • | How what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area. (Area is the geographic area for which the procurement is taking place) |
| • | How, in conducting the process of procurement, it might act with a view to securing the improvement. |
