The subject matter of this process relates to the delivery of services which are listed in Schedule 3 of the Public Contract Regulations.
Oxfordshire County Council's Public Health Team are seeking a provider for Recovery-Based Supported Housing in Oxfordshire. The aim of the Service is to assist people in maintaining abstinence from drug and/or alcohol dependence by providing recovery based support in a residential setting.
The successful Service Provider shall provide a property within Oxfordshire with a minimum of 7 individual bedrooms. Good transportation links to the building are essential so that residents can attend community treatment, social activities, therapy groups, paid work, voluntary sessions and educational programmes.
The Service Provider shall be responsible for all housing management functions and up-keep of the building. For the avoidance of doubt there shall be no housing related costs or responsibilities to the Council.
The Service provider shall staff the project during core hours and support residents to maintain their recovery from alcohol and/or drugs through provision of a programme of support interventions and activities.
The service provider will be required to evidence a proven track record in the delivery of high-quality substance misuse recovery-based supported accommodation services and must be able to demonstrate excellent, pro-active partnership development experience and ability.
We anticipate that this will be a two-year contract, with the option to extend for up to a further two years in aggregate. The contract is intended to commence on 1st October 2023 and all people residing in the existing project must be moved into new accommodation by this date.
The budget available for this contract is anticipated to be a maximum of £64,000 per annum.
