Anfield The Parks, forms five phases of new residential redevelopment in the Anfield and Everton wards. All the phases have now been built out, as part of the signing off process the Council needs to commission an independent appraisal and valuation for the outstanding phases three, four and five.

The Council requires an independent financial appraisal in relation to three completed sites totalling 359 units in the Anfield area of the city. Each appraisal should identify the actual costs and values associated with the project. Appraisals should detail and variances between the initial approved appraisals and the final appraisals.

Key requirements:

  • Initial review of the documents submitted by the developer including the Final Appraisal and any supporting documents
  • Appraisal of cost and value data against comparables
  • A review of the sales values achieved for each of the completed schemes. This should include due diligence on the achieved sales values via Land Registry searches
  • A review of the methodologies which have been used by the developer when producing the Final Appraisals. This should include reviewing the development costs, including any abnormal costs, analysis of the stated achieved revenues and resulting identified land values
  • Identify and comment on any significant changes to costs and values which have occurred during the development period. This should include seeking clarification from the developer where required
  • Make recommendations as to whether the Final Appraisals represent Best Value
  • Make recommendations on whether the Council should approve the Final Appraisal
  • Identify any overage due to the Council following approval of the Final Appraisal
  • Costs should include a per appraisal cost and details of how any overheads will be charged
