The purpose of this competition is to procure a neutral vendor with specialist subcontractor suppliers to support the Government Digital Service (GDS) Contingent Workforce Programme in the delivery of a Contingent Workforce to GDS and the Central Digital and Data Office (CDDO).

The GDS Contingent Workforce Programme is responsible for the end-to-end process for all Contingent Labour engagements for temporary contingent workers; independent contractors and temporary staff augmentation. Given the competitiveness of the Digital, Data & Technology (DDaT) market, GDS relies upon a proportion of its workforce being contingent in order to deliver new digital services, as well as being able to efficiently run and maintain existing services. Without a thriving contingent workforce, GDS would not be able to meet all of its organisational objectives.

The GDS Contingent Workforce is dynamic and diverse, which is helped by worker classifications set by the Contingent Workforce Programme. It goes beyond traditional agency staffing, as it features specialist independent contractors and consultants, who provide business services and work on specific projects. It also features specialist interim staff who are contracted to fulfil critical management posts on a temporary basis. All of the various Contingent Labour worker classifications are required to support GDS at various points of the year, therefore access to a specialist supply chain for such capability is vital.

The programme is embarking on an ambitious sourcing strategy that will provide multiple routes to market, of which RM6277 will be a key strategic part of. This procurement process will ensure that the programme has a contingent workforce partner to help it remain competitive in the market and enable the programme to make improved strategic sourcing decisions based on organisational needs.

A reduced time-to-fill rate is expected as a result of having a neutral vendor with key strategic suppliers as subcontractors who specialise in the supply of workers via the three Lots most relevant to our requirements.

The goal of the procurement is to partner with a neutral vendor via Lot 7, with the breadth to work with subcontracted suppliers who would supply the skills listed on Lot 3 IT Professionals; Lot 2 Corporate functions and Lot 1 Admin and Clerical, as per the table below.
