Health Education England (HEE - the Commissioner) are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award.
Please note the contracting authority intends to direct award the contract to the Anna Freud National Centre for Children and Families (AFNCCF). The case for direct award can be found on the tender portal.
Heath Education England [HEE] believe that Anna Freud National Centre for Children and Families (AFNCCF) is the only organisation able to provide support to meet the specific requirements of the HEE National Perinatal Mental Health (PMH) workstream related to Improving Routine Outcome Monitoring in Specialist Perinatal Mental Health Services
AFNCCF will work with HEE to produce a series of e-learning modules, based around the guidance within the following document: Implementing Routine Outcome Monitoring in Specialist Perinatal Mental Health Services
The Implementing Routine Outcome Monitoring (ROMs) in Specialist Perinatal Mental Health Services manual, commissioned by NHSE&I, was developed, and launched by the Child Outcomes Research Consortium (CORC) team in 2019 which has now integrated into AFNCCF. Its purpose was to support the newly established Specialist Perinatal Mental Health Teams in using routine outcome measures as part of everyday practice.
After the manual's launch, CORC was approached by several services to deliver more in-depth training on ROMs; these were delivered as full day sessions, tailored to the needs of the service and the measurement tools they had chosen to use. The feedback was that this expansion on the learning available in the manual was extremely helpful and added depth and richness to the understanding of the workforce beyond that which could be gleaned by the text alone.
AFNCCF is the only supplier with the requisite expertise and experience to assist HEE in fulfilling Perinatal Mental Health Mandate deliverables and actions of UK government policy including the Long-Term Plan and People Plan, in relation to ROMs.
The financial envelope for the contract is £21,000
