The collision investigation contract is set in the context of DCC's statutory responsibilities as a local highway authority for the investigation of road traffic collisions (1988 Road Traffic Act, Section 39).

DCC is committed to studying the causes of road traffic collisions with a view to putting in place whatever remedial measures may be necessary to reduce both the volume and severity of road traffic collisions.

Detailed analysis is undertaken of all road traffic collision data on both a routine and ad hoc basis, and intelligence is prepared from that analysis to guide the deployment of road safety resources. These resources include but are not exclusive to engineering, education, training and communications funded by DCC.
