DUD - Gas Central Heating & Boiler Replacement Contract - AWARD

Dudley Metropolitan Borough Council is committed to providing services in relation to Gas Central Heating and Boiler Replacement to Council owned properties throughout Dudley Borough. The Invitation to Tender documentation intends to demonstrate the Council's projected workload over the course of the contract. The Council is looking for a single contractor to provide these services for a continuous cycle of services over a 3 year period with an option to extend the Contract Period by any number of periods up to an aggregate of twenty four (24) calendar months.

The Contract will predominantly deliver the replacement of approximately 3,100 inefficient methods of heating (boilers and electric storage heaters) with new 'A' rated gas boilers (operating at 90%+ efficiency) that comply with Part L of the Building Regulations over an initial three year contract period. Where appropriate, 'smart' heating controls will be fitted providing a wealth of functionality that will further reduce energy use and carbon. The thermostat will record a thermal profile for each house, along with a record of gas consumption and regular automatic feedback will be given to residents regarding how much energy they have used. The thermostat will provide data to the Council of how different heating systems are performing compared to predicted energy use from the Energy Performance Certificate (EPC). Allowing proactive boiler maintenance and identification of homes for future improvement programmes. In addition, some properties may require other associated plumbing, building, and testing of suspect asbestos surfaces. The majority of properties will be occupied whilst the works are carried out.
