Sutton Housing Partnership, on behalf of the London Borough of Sutton (LBS) is issuing a Request For Quotation (RFQ) for the Works to Alexandra Gardens - External Refurbishment to 3 No. Residential Blocks of Flats.
Sutton Housing Partnership (SHP) Ltd. is an Arm's Length Management Organisation (ALMO), which was established in April 2006 to manage council housing owned by the London Borough of Sutton.
While Sutton Council owns the homes and takes responsibility for housing policy and strategy, SHP is responsible for the day-to-day management of housing services to around 6,000 council tenants, which includes 1,500 leaseholder homes, 19 sheltered housing schemes, and a small number of non-domestic premises such as administrative offices, housing office hubs, and community spaces.
This contract is being led by SHP in partnership with the London Borough of Sutton (LBS). LBS is the Freeholder of the properties, but they are managed by Sutton Housing Partnership (SHP). The dwellings are mainly occupied by LBS's tenants (i.e. social housing), whilst others are 'owned' by leaseholders (i.e. former Right to Buy properties).
SHP provides a comprehensive tenancy management service for the tenants and assumes the role of responsible person under Regulation 3 of the Regulatory Reform Order (Fire Safety) Regulations as amended by the Fire Safety Act. This applies to the non-domestic parts of the properties, (i.e. communal areas and plant areas), however SHP also assumes the responsibilities of the 'client' under the Construction (Design and Management) Regulations 2015 (CDM2015).
It is the Council's intention to appoint a Contractor, to carry out the works through this tender process (successful Tenderer). In order to robustly deliver the Works at Alexandra Gardens as outlined in the tender documents supplied. This will be determined through the tender process and the overall quality / price matrix of the submissions received.
