Plymouth City Council is engaging in a Soft Market Test exercise to assess the market’s capacity, interest and capability in providing a Trust Mark Scheme Operator. We are seeking the services of a Trust Mark Scheme Operator to provide access to specialist contractors for Housing Technical Officers to select on a customer’s behalf or for customers to use for their own home improvement and/or adaptation work. The scheme operator must offer other ‘added value’ services to support vulnerable, elderly and disabled customers in their selection and use of contractors, and to ensure compliance with relevant regulations, for example Construction Design and Management Regulations 2015 and the Consumer Act 2015.
