Lease, Refurbishment and day to day Organisation of Rawtenstall Market

Rossendale Borough Council is seeking a partner to take over the day to day running of Rawtenstall Market over a minimum of a 25 year lease.

The partner will fund the refurbishment of the site and generate further proposals that will boost footfall and drive the destination as a tourist attraction for the local community and visitors. The tenderer will be responsible for promotion, events, stall management, maintenance and associated running costs.

Tenderers are required to submit a business plan and financial model that enhances the traditional market as well as developing attractive offers and experiences for customers.

Tenders from individuals and organisations will be considered.

In return RBC will offer a long lease, envisaged to be 25 years although a longer period will be considered if supported by exceptional long term investment commitments and high profit share yields. Rent from the market stalls would form an income for the successful partner organisation.

Rossendale BC is looking for a partner with a strong vision supported by a proven track record who will be able to maximise the potential of the site. Joint bids particularly with existing traders will be considered where specialist expertise can be demonstrated.
