DFT is looking to assess the feasibility of including VTTS in congested conditions within our current transport models to assess value for money of transport projects. This study is looking to commission a feasibility which will, sense check the Congestion VTTS multipliers approach and estimates and look at how they can be incorporated in transport modelling for Highways appraisal schemes and resource costs. The feasibility study aims to provide clear information on the drawbacks of the potential approach and the timescales involved to implement them.
