This is a Voluntary Ex Ante notice for the purpose of Transparency and is not a call for competition. NHS Wyre Forest CCG wish to publish their intent with regards to the following service.
A 16 bedded unit is to be developed as part of a sub acute community pathway. This is to meet the needs of complex older people. The patients would be admitted either via the community sub acute pathway from home (Enhanced Care Team/GP) or from the Acute Trust following inpatient acute care.The unit would be subject to all quality governance, performance and finance controls currently in place within the Trust. (eg. nursing metrics) and national reporting requirements (eg. delayed transfers of care).
The inpatient area is to provide two pathways of care: 1)Pathway 1 - Assessment and Initial Treatment Plan 2)Pathway 2 - Recovery/ Rehabilitation Beds.
This service will replace current beds on the Kidderminster Site and is required to be in place by 1st October 2016 using an alternative part of the site to ensure close integration with other services. Estimated annual value is £1.4m per annum. The CCG envisage that there will be TUPE implications. The CCG are looking to let the contract to the Worcestershire Health and Care Trust for a term of three years with
an option to extend up to a further two years (1+1).
Reasons for not going out to competition include the following
1.The notice of closure from current provider and the need for service continuity.
The service needs to be available with a 3 – 4 month max lead time.
- The new service needs to be supported by the current provider of Integrated community services and support the Integration ambition within Wyre Forest
- Current provision is on the hospital site which is the best fit for the patient pathway as well as allowing immediate access to diagnostics.
“Light Touch Regime” services: This service is classified as clinical which comes under the Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations (“Regulations”). The contracting authorities are not voluntarily following any other part of the Regulations. As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this service. All dates, time periods and values specified in this notice are provisional and the contracting authority reserves the right to change these. Transparency: The contracting authority is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR) and may be required to disclose information received in the course of this service under FOIA or the EIR. In addition, and in accordance with the UK
Government's policies on transparency. This service may be subject to possible redactions at the discretion of the contracting authority.
