16-025 Void Clearance, Cleans & Security

Rotherham Metropolitan Borough Council (RMBC) currently has 21000 domestic council properties. Approximately 2000 of these properties are vacated by tenants each year and any such vacated properties are termed 'void' and often require securing by means of metal grills or nets to windows and doors, and various clearing and cleaning services performed to their interiors and exteriors prior to them being re-let. Such cleaning services include, for example; clearing property interiors, outhouses and garages of unwanted items such as furniture, floor coverings and white goods; chemical cleans to kitchen and bathrooms; removal of wallpaper and ceiling tiles; de-infestation works such as fleas; needle searches; clearing gardens of unwanted items; strimming and cutting gardens plus final cleans to interiors in order to leave properties in suitable condition for subsequent re-occupation. Additionally the contractor may also be required to undertake other similar services from time to time. For example clearing and cleaning properties following evictions. RMBC has chosen to divide the contract into four lots, two for security requirements and two for cleaning and clearances on a geographical basis as follows: Lot 1 - Void Security, Rotherham North - £23,000 value per annum Lot 2 - Void Security, Rotherham South - £23,000 value per annum Lot 3 - Cleaning and Clearances, Rotherham North - £90,000 value per annum Lot 4 - Cleaning and Clearances, Rotherham South - £90,000 value per annum The framework will be awarded initially for a period of two years, with the option to extend for a further two years on a year by year basis at RMBC's discretion. The anticipated spend is in the region of £226,000 per annum, over all four lots, however this does not carry any guarantee of turnover and any estimated volumes of business are indicative and may vary upwards or downwards depending on actual future needs.
