Scope of Requirement:

Keele University is seeking expressions of interest from suitably skilled, qualified, knowledgeable and experienced organisations for the following:

The Works includes:

  • (i)A two storey extension,
  • (ii)A new plantroom and associated access will be required to house air handling / VRF Condensing Units equipment to serve the new extension,
  • (iii)A new IT hub location,
  • (iv)Mechanical and Electrical Installations including 1 nr lift,
  • (v)A landscaping & planting scheme will be required, including the creation of a ' gabion ' wall,
  • (vi)Building construction will consist of a structural steel frame, with a combination of masonry at lower level and insulated cladding panels at higher levels. Bands of glazing will be formed in grey aluminium framed windows to match existing, with a mix of glazed spandrel panels and windows,
  • (vii)The roof will be of a flat insulated construction with a single ply roofing membrane,
  • (viii)The extension will be a mix of open plan and smaller office space, meeting rooms,
  • (ix)Works within the existing building are minor in nature and the existing building will remain in use throughout the works,
  • (x)An existing car park adjacent to the site is to be upgraded to provide spaces for the extension.

Additional information: To be considered for this Tender you must hold the following:

  1. Constructionline

The University has adopted Constructionline, the UK government certification service for construction-related contractors.

Work Category — Building General and have a Notation Value of 4 000 000 GBP or above in place.

  1. SSIP

You must either be registered and assessed by a prequalification assessment scheme which is a member of SSIP (Safety Schemes in Procurement), or be able to demonstrate membership of an equivalent scheme. Certification should already be in place, or be likely to be in place when Tenders are to be returned to the University.

  1. Insurance Certificates

You must have, or can commit to obtain, prior to the commencement of the contract, the levels of insurance cover indicated below:

Public Liability Insurance = 5 000 000 GBP Employers Liability Insurance = 10 000 000 GBP Professional Indemnity Insurance = 1 000 000 GBP Employer’s (Compulsory) Liability Insurance = 5 000 000 GBP

  • It is a legal requirement that all companies hold Employer’s (Compulsory) Liability Insurance of £5 million as a minimum. Please note this requirement is not applicable to Sole Traders.
  1. Turnover

You must possess the necessary economic and financial capacity to perform the contract.

Minimum turnover is set at 4 000 000 GBP

  1. Case Studies

You must provide three (3) relevant case studies, completed within the past five (5) years, by the office you shall be carrying out the Works, where you have completed works comparable in size, scope and complexity to this Project, which provides evidence of your ability to deliver the Works. The case studies should evidence your skills, efficiency, experience and reliability in, but not be restricted to the following:

  • (i)Working within Higher Education Institutions (or similar environments),
  • (ii)Ensuring the Health & Safety of students, staff and visitors,
  • (iii)JCT 2011 SBC with Quantities,
  • (iv)Mechanical Work Packages including; heating cooling and ventilation and Electrical Work Packages including; mains and sub-mains, BMS and electrical servicing,
  • (v)That Mechanical and Electrical installations are coordinated, tested, commissioned, and smoothly and efficiently handed over,
  • (vi)Working within a restricted/live campus/occupied environment during the construction period, ensuring that the work areas are safely segregated from users of the site, noise and dust is controlled and activities outside of the works area are managed accordingly (deliveries, parking etc.),
  • (vii)Working to a tight deadline with a fixed date of completion,

The case studies must also include the following information:

(i)Name of customer organisation,
(ii)Point of contact in customer organisation,
(iii)Position in the organisation,
(iv)E-mail address,
(v)Contract start date,
(vi)Contract completion date,
(vii)Contract Value.

The University reserves the right to contact theses referees to verify the information provided above. You should give you referees advance notice of these reference calls in order to avoid any delay.

  1. Completed Works

You must provide a list of the works carried out over at the most the past five (5) years, accompanied by certificates of satisfactory execution and outcome for the most important works.

  1. Current and Anticipated Workload

You must be able to commit to the timescales provided, therefore please provide details of current workload or those currently being tendered that may impact upon your ability to execute the works.

  1. Quality Management System (QMS)

You must hold or be working towards holding an external accredited quality management certificate, e.g. BS/EN/ISO 9001 (or equivalent).

  1. Environmental Management (EMS)

You must hold or be working towards holding an environmental management system such as EMAS/ISO14001 (or equivalent).
