Market engagement event for the forthcoming tender for the management and maintenance of the sport and community facilities in Fairfields, Milton Keynes:
Wednesday 20th November @ 2pm
Milton Keynes Council is pleased to be constructing a new community sports facility in the Western Expansion Area of the city. The new facilities, which will be located in the Fairfields area, will comprise of:
| • | A new full size 3rd generation artificial grass pitch with fencing and flood lighting - due to open September 2020 |
| • | Four new natural grass pitches constructed to Sport England Performance Quality Standards - due to open September 2021 |
| • | A new modular community changing room building with a 10x13m social area - due to open September 2020 |
| • | 160 parking spaces and infrastructure for the above. |
The facilities, which will be funded by the Football Foundation and developer contributions, have been provided to ensure that local residents have access to high quality sporting facilities, with football and multi-purpose space being the top priority for the area.
As well as being the future training ground for three pre-selected community football teams, the Fairfields site is also proposed to be a legacy facility for the forthcoming Women's European Championships, which is being held in Milton Keynes (and other areas of England) in 2021. This means that the development of girls and women's football will be a fundamental outcome for the contract. The facilities at Fairfields have been designed to support this aspiration, as well as usage by the local community.
The procurement will be via the OJEU procedure, and the Local Authority will be seeking tenders from a broad range of organisations interested in the management and maintenance of the above facilities, via a five year full repairing and insuring lease, a contract and a performance specification. This five year offer will be extendable for a further five years (ten years in total).
Milton Keynes Council is required under the conditions of the Football Foundation to keep a sinking fund of £25,000 per year for the replacement of the 3G pitch carpet towards the end of this contract. This requirement will be passed on to the operator and has been factored into the sustainable business model for the new facility, along with all of the running costs and potential income from bookings and revenue streams to be managed by the operator.
