The aim of this work is to provide an element of independent assurance that HS1's submission meets its Concession Agreement by reviewing the Asset Decision Support Tool (ADST) used by HS1 in development of CP3's control period five year asset management strategy (5YAMS).

The ADST is a Whole Life Cost (WLC) model developed for HS1 to support their CP3 submissions. The ADST allows different assets, activities and decisions to be tried, tested and compared. The ADST supports decisions about how HS1 operates, maintains, renews and enhances the route infrastructure assets. This is achieved by creating options for alternative maintenance/renewal scenarios and comparing the long-term cumulative WLC.

We require the successful consultant to review a number of the inputs / assumptions used within the ADST.

The scope will include an analysis of the ADST to:

Validation of renewals cost data
Validation of maintenance cost data
Validation of fault cost date
Validation of any supporting cost data
Validation of assumptions used within the model on:
Treatment of estimated asset obsolescence
Caution/optimism of renewal timings +/- %
Synergies of delivery

The scope of work is not be expected to include:

Detailed assessment of the accuracy and coverage of supporting data used by NR(HS)/HS1 to determine interventions required.
Any review of the effectiveness of existing maintenance practices
Any review of the resources required to deliver the anticipated maintenance & renewal requirements or the organisation necessary to support those activities.
Any specific benchmarking activities to assist in establishing what would be considered best practice for each asset area/general asset management approach.
