This QI support will ultimately aid delivery of the objectives of the Palliative and End of Life (PEoLC) Care 5-Year Strategy. This 5-year strategy (still in development at the time of writing) will set three strategic priorities for PEoLC Care:

Improving access
Improving quality
Improving sustainability.

Year 1 of the programme (2021/22) will consist of the design, refinement and finalisation of a PEoLC QI tool and associated resources with the support of 2-3 'early implementer' ICSs. In subsequent years, the tool will be rolled out within a greater number of ICSs and become part of NHS England and NHS Improvement's (NHSEI's) business as usual support offer to ICSs.

As the programme begins, we want to commission an external evaluation partner to:

Work alongside the programme during Year 1 to identify measures and methods that can be used to evaluate the rollout and impact of the programme during subsequent years.
Undertake an initial process evaluation of the design and development of the QI support offer, to inform both the support offer's ongoing development and to identify learning for any future programmes developing tools or resources in collaboration with systems.
