The London Borough of Newham (LBN) is inviting Request for Quotations (RFQ) for the procurement of Responding to Migrant Rough Sleeping Evaluation.

The Responding to Migrant Rough Sleeping Project is funded for two years and will respond to a growing increase in migrant rough sleeping and associated anti-social behaviour. LBN anticipates that the two year delivery phase of the pilot will start in early 2018.

This tender is for the evaluation of the Responding to Migrant Rough Sleeping project. The evaluation will have two broad goals:

Provide a process evaluation of the intervention
Improve our understanding of the pathways some migrants take to sleeping rough in Newham to inform future 'up-stream' interventions, and issues linked to wider exploitation and modern slavery.

The research methods will include analysis of administrative data and interview with staff and people who are identified through the intervention

It is important to note that the start date of the 24 month delivery phase is not yet finalised. LBN anticipates that the 24 month delivery phase will start in early 2018, however LBN requires the successful research contractor to be flexible and fit evaluation requirements around the service delivery timetable.
