Runnymede Borough Council (RBC) are undertaking a Design Competition to ultimately appoint an Architect up to RIBA Stage 3 for a new build student accommodation project. The design competition will encompass concept designs up to RIBA Stage 2 in line with the Client Brief with the successful architect developing their competition entry to planning stage up to and including receipt of planning approval.
The project is intended to be procured on a Two Stage Design and Build basis and must be able to be constructed within the Cost Guidelines in Section 4.0.
The project will comprise of new build student accommodation. it is envisaged that the development must provide for a minimum of 24 units; these may be one bedroom flats (number to be decided as viable by the Candidate) for student accommodation use.
RBC will consider all proposals and decide on the basis of the overall achievement of the Client Brief.
The successful Candidate will be required to provide pre-construction design services to provide and validate their successful RIBA Stage 2 Design (Concept Design) up to RIBA Stage 3. This will include (but is not limited to) any designs and supporting documents as required for the planning submission up to and including receipt of planning approval.
The successful Candidate will also, advise on material selection, external and internal finishes, site logistics, planning and contract formation.
The successful Architect is required to submit applications for detailed planning permission with full supporting documentation, having developed their proposals in consultation with the Employer through to RIBA Stage 3 (Developed Design) up to and including obtaining Planning Permission.
The successful Architect will then be required to attend consultations with the successful Main Contractor (a minimum of one consultation, but more may be requested by the Employer or the Assessors with the consent of the successful Architect) to develop the RIBA Stage 3 design in order to eliminate buildability issues and undertake value engineering exercises if required.
Following a call to tender for Construction Works for this project, the successful Main Contractor may ultimately be appointed through a two stage tender process under a Design and Build contract. Therefore the Main Contractor is intended to take responsibility for the successful Architect’s design to adopt and validate the RIBA Stage 3 design information including the development of the design in consultation with the successful Architect as described above.
The successful Main Contractor on resolution of the two stage tender process is to develop the successful design from RIBA Stage 4 to 6 (Technical Design to Handover and Close Out) and will be responsible for discharge of all Planning Conditions, Building Regulations approval and ensuring compliance with all other current standards and statutory requirements (including any requisite ...
