Bath and North East Somerset ("BaNES"), Swindon and Wiltshire Integrated Care Board on behalf of Office of the Police and Crime Commissioner, Swindon Borough Council, Wiltshire County Council, are exploring options for the future commissioning of Sexual Assault Therapeutic Services for Swindon and Wiltshire areas. Commissioners are working closely with colleagues in Avon and Somerset, which includes provision for BaNES to ensure that we can align as much as possible.
The aim is to commission an integrated service for Children and Young People and Adults, enabling a seamless service to improve the experience of service users and reduce the number of times that an individual has to tell their story.
The estimated total budget is approximately £188,000 per annum.
Commissioners intend to hold a Market Engagement Event ("MEE") with potential bidders to understand opportunities and barriers to providing this service and to assist commissioners with shaping their procurement strategy and service specification.
The key objectives of the MEE are to understand the opportunities, challenges and barriers to improving service outcomes and efficiencies including:
| 1. | Explore opportunities for provider collaboration to optimise the impact of any interventions or support |
| 2. | Discuss how service delivery can improve outcomes and service effectiveness and efficiency, including but not limited to, IT solutions to assist with referral and assessment processes, waiting list and case management and reporting requirements. |
| 3. | Explore innovative ideas to evolve the service to meet the diverse needs of individuals at all stages of the service, including assessment, waiting periods, during treatment and onward referral. |
| 4. | Explore how increases in demand for therapy services and significant waiting times can be managed effectively within budgetary constraints. |
The MEE will be held in a virtual environment via Microsoft Teams on the 16th August 2022, 10am until 12 noon.
The contract is expected to commence on 1st April 2023.

This process is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
