description

The project requires the provision of modular temporary accommodation on the former Lockleaze Day Centre site, Bristol. The School's permanent building has been delayed by COVID19 and accommodation for 180 pupils is required for a period of 6 months until the permanent building is completed. The day centre has been demolished and the site is vacant with all services disconnected. The project requires five general purpose classrooms, three specialist practical spaces (including one science lab with perimeter benching and prep room), dining hall, SEN/group rooms, staff/admin areas and associated support and circulation spaces, totalling a gross internal floor area of 1,216sqm. Current plans are for 6 separate modular buildings, a combination of single and double height units. Associated external works include secure line fencing and hardstanding between units. The existing car park and hard play are being reused. Works include the connection of all services and reinstatement following the end of the hire period.

The proposed procurement is single stage D&B based on an ITT and planning stage drawings. The successful contractor will be appointed as Principal Designer and Principal Contractor and be responsible for developing the design and coordination, including service connections, prior to construction. The contract will be entered into in May 2021, with installation required well in advance of September 2021. It is currently assumed that reinstatement will occur after Christmas 2021, with the defects period completing in February 2023.

The tender response is formed of three parts. Part 1 must be completed by all bidders and Parts 2 and 3 by all bidders who pass Part 1. Part 1 - Pass/Fail Criteria listed in this notice, Part 2 - Qualitative Assessment (40% weighting), Part 3 Quantitative Assessment (60% weighting).

Pass/Fail criteria:

  1. Annual turnover required to be not less than twice the estimated contract value so minimum £2,200,000 per year.

Please answer Yes or No. Potential Bidders who answer 'No' will fail the ITT process.

1.2If requested, would you be able to provide a copy of one of the following:
A copy of your audited accounts for the most recent 2 years
A statement of your turnover, profit and loss account and cash flow for the most recent year of trading
A statement of your cash flow forecast for the current year and a bank letter outlining the current cash and credit position
Alternative means of demonstrating financial status if trading for less than a year

Please answer Yes or No. Potential Bidders who answer 'No' will fail the ITT process.

  1. Of your top customers (ranked by turnover), what percentage of your total turnover does the highest ranked customer account for?

Potential Bidders who answer 76% - 100% will result in automatically failing the ITT.

Expression of interest and responses to the pass/fail questions should be addressed to anne.mcdonald@jacobs.com by 11.59pm on the 16 February 2021.
