The London Borough of Hillingdon (Hillingdon) invites expressions of interest from suitably qualified and experienced contractors in relation to entering into an agreement (the Contract) to provide a Void Property Repairs Service (the Service / Works) to enable the London Borough of Hillingdon to appoint one (1) Contractor to enter into a comprehensive Void Property Repairs Contract for a two (2) year period with the option to extend for a further one (1) year. The Contract is predominantly for general building fabric repairs in all trades to Hillingdon's properties and dwellings including outbuildings.

The Service is to be provided to Council properties with an estimated volume of circa 600 voids per year but does not provide any guarantee or assurance in respect of the annual value or volumes of work generated / procured under this contract. Each property is within the boundary of the London Borough of Hillingdon and will vary in size.

The types of works ordered will generally include but not limited to the following:

General building fabric repairs in all trades
Works to electrical installations and fittings

Repairs of the following types are generally excluded:

Work to gas boilers, central heating and hot water systems
Work to children's play areas
Graffiti removal
Work on asbestos-based materials.

Hillingdon Council may from time to time add to the type of work to be executed or may remove certain types of work completely for inclusion in separate specialist contracts. Such action will not be taken without consultation.

The Conditions of Contract and Preliminaries will be in accordance with the NHF Form of Contract 2011 (Rev2:2014).

The evaluation process will be carried out internally within London Borough of Hillingdon’s Procurement & Planned Works Team. Factors to be considered by any prospective tenderers are that of those seven (7) contractors shortlisted and invited to tender for this contract will have their bids based on the following weightings:

Commercial (Price) - 80%
Quality - 20%

Those Contractors who are successful at the PQQ stage will be invited to submit competitive tenders based on an “all-inclusive” basis using the M3 National Housing Federation (M3NHF) Responsive Maintenance and Void Property Works Schedule of Rates v6.2 with tenderers percentage deduction.

The tendered percentage deduction to the Responsive Maintenance and Void Property Works Schedule of Rates v6.2 will be deemed inclusive of all costs of whatsoever nature including, but not limited to, job and contract preliminaries, profit, overheads, materials and all other costs required by the contractor to undertake his obligations under this Contract.
