Monitor is seeking specialist costing expertise to work alongside our costing team to deliver a strong, credible knowledge base to underpin the development of costing standards and to facilitate the consultation process of the draft and final standards by working groups of experienced NHS costing practitioners.
The costing standards will be designed to support trusts to cost their services in a consistent way that reflects how patient care is delivered. The costing standards need to be achievable, practical and receive consensus from all key stakeholders and be developed with all end users in mind,
Central to the work is the need to develop robust costing standards that are practical and implementable without burdening the sector that are;

| • | developed, tested and implemented iteratively in a real world environment and these results fed back into the development process; |
| • | strengthened by examples of international and national best practise; and |
| • | developed in a way that takes into account the varied nature of NHS services |
The selected supplier will be expected to co-ordinate and facilitate the review of both the draft and final costing standards by working groups of experienced NHS costing practitioners and to provide comprehensive and documented feedback to our costing team on the practicality and achievability of the costing standards.
Access to working groups is key to a successful outcome.
The project is due to run over a five month period and further details are provided in the attachment.

We are still concluding our internal governance around this requirement including internal and external approval for our business case. Commencement of our procurement exercise and any contract award will be subject to us receiving this approval.
