We are looking to commission a research project on the risks of carbon leakage and competitive disadvantages from taking domestic policy action on carbon dioxide abatement in UK aviation.

The research tasks include identifying the factors that determine whether a potential carbon abatement policy would be likely to lead to a significant risk of carbon leakage or competitive disadvantage, and quantifying their impacts. The method will be applied to a number of specified illustrative UK policy case studies.

This research will contribute to the evidence base informing the government's new Aviation Strategy, to be published by the Department for Transport.

A secure website known as AWARD will be used for suppliers to upload responses to. It may also be used to handle clarification questions.
