Commission summary:
The objective of this commission is to provide an exceptional, responsive, and well-respected service that offers support and advice to the film, television and wider media industries but balances their needs with those of local residents and businesses.
The Council is committed to maximising the benefit of filming and photography in the borough through good quality location support, clear and competitive pricing that meets and increases income against agreed target, and an efficient service that is responsive to customer feedback.
This commission contributes to the Council's strategic objectives, securing cultural, reputational, and economic gains from film and photography activity for the borough and its residents.
Commission description:
The Service will promote, co-ordinate and monitor the use of locations in Kensington and Chelsea and coordinate internal and external resources to ensure that locations are accessible to the film and television industry.
The contract duration is 60 months.
We are looking for proposers to define how they will best deliver this Service.
The Service:
The successful bidder will be able to show how they:
- Facilitate and coordinate film makers and media providers who wish to utilise locations within the borough using a digital platform to provide a seamless service to the industry and to liaise with stakeholders.
- Satisfy all licences, permissions and parking requirements to ensure activity is appropriately authorised.
- Liaise with community stakeholders, local councillors, council officers, residents, and businesses to ensure that location filming and photography is undertaken with regard to the sensitivities of affected groups.
- Improve, develop and review internal processes and policy to ensure licences, permissions and parking requirements are issued in a timely manner that maintain and improve the Council's reputation as film-friendly.
- Provide timely, accurate and up to date information and monitoring data on filming activity drawn from the digital platform.
- Create and develop with the film, television and wider media industries, engagement opportunities that support the Council's Culture Plan and skills development priorities.
