Nottinghamshire County Council, and on behalf of Nottingham City Council, are seeking tenders from suitably qualified bidders to provide an Appropriate Adult service, to support children and young people, (aged 10 to 17 inclusive) when a parent or guardian is unable or unwilling to attend; who are detained in police custody at across Nottinghamshire and Nottingham City.
If it is not possible for a family member or friend, to act as an Appropriate Adult and assist the detained person, or the police consider that it is not in the best interests of the person detained. The police may then request an Appropriate Adult from an appropriate adult service in accordance with the Police and Criminal Evidence Act 1984 (P.A.C.E).
The aims of an Appropriate Adult service as described in P.A.C.E are:
| • | To ensure the rights of children and young people are upheld and that individuals are treated fairly in accordance with P.A.C.E. guidelines. |
| • | To facilitate communication between the detained person and the police. |
| • | To be present when the detained person is informed of their rights and entitlements and to ensure that these are understood. |
Bidders will provide the service as and when required and will be paid per session.
Nottinghamshire County Council (the Council) wishes to appoint a single service provider.
The scope and nature of the services required by the Council are set out in more detail in the Specification. The contract duration will be for 3 years with an option to extend for a further 2 years (reviewed annually)
