NHS England South (Wessex) invites suitably qualified and experienced provider(s) to bid via an open tender process for the provision of Primary Medical Services, under the terms of APMS agreement(s), from 4 existing practices located as follows:
Bermuda Marlowe Practice (currently known as Marlowe Practice and Bermuda Practice), Shakespeare House Health Centre,
Shakespeare Road
Basingstoke
RG24 9DS
Adelaide GP Surgery, The Adelaide Health Centre Western Community Hospital, William Macleod Way, Southampton, SO16 4XE
Nicholstown GP Surgery Royal South Hants Hospital Graham Road Southampton SO14 0YG
Portswood Solent Surgery

The APMS agreement will relate to service provision to commence from 1 April 2016 for a contract period of 5 years; with the option to extend for an additional period of 5 years. The key objective of this procurement is to commission an able provider or providers through the most current NHS England Alternative Provider Medical Services (APMS) agreement form. The services must be performed by a GP-led primary care team and the Provider/s will be expected to:
| • | deliver primary care services which will be safe, accessible, convenient and responsive |
| • | design team-based services around the needs of patients and carers, ensuring they are offered more choice and a greater say in their treatment |
| • | have processes in place to evaluate and continually improve on patient satisfaction |
| • | have processes in place to engage effectively with the local communities |
| • | participate in the GMS Quality and Outcomes Framework (QOF) |
| • | provide a range of Enhanced Services, remunerated in line with the relevant NHS Directions and specified by the buying organisation on an annual basis. |
| • | adhere to any TUPE regulations in so far as these shall apply to each of the existing services |
| • | provide services 7 days per week, 365 days of the year between 08:00 to 20:00 from the Adelaide GP Surgery |
| • | provide services during core hours of 08:00 18:30, Monday to Friday excluding public holidays from the Basingstoke, Nicholstown and Portswood Solent surgeries whilst being prepared to contribute to the delivery of a seven-day service; should this be required locally in the future |
| • | provide a ‘Violent Patient’ service from all locations, which will be commissioned on a named patient basis, if required. |
To be considered to provide these services you must be able to demonstrate an effective track record of delivering NHS Primary Medical Services and have all appropriate registrations, including with the Care Quality Commission (CQC), in place at the time of service commencement.
The Contracts will be procured in Lots and the Values for each Lot are:
Lot 1 - £4,964,290
Lot 2 - £2,853,091
Lot 3 –£1,801,713
Lot 4 - £1,818,482
Additional information: Site visits may be possible and, if so, the dates and times will be communicated via the e-Tendering portal (Bravo) to Bidders that have registered an expression of interest.
Neither the Commissioner nor potential providers will be obligated to further commitment as a result of any initial expressions of interest. The Commissioner shall not be committed to any course of action as a result of issuing this advert or any invitation to participate or to submit a Bid Response in respect of this Procurement. The Commissioner shall not be bound to accept any Bid and reserves the right not to conclude a Contract for some or all of the Service(s) for which Bids are invited with one or more Bidders. The Commissioner reserves the right to amend, add to or withdraw all or any part of this Procurement at any time during the process.
