consultancy related to the regeneration of Grange Farm Housing Estate. The Planning Consultant will undertake the services as described below and produce reports and drawings for the planning application <b>Site Details and Work</b> <b> </b> The commission is to carry out a study and develop a joined up, coordinated strategy for the review of the planning policy context and surrounding precedents ,identify key planning risks and the revision if necessary, of the overall planning strategy and planning programme once complete. The scope of the commission is as follows;- A. &nb sp; Early planning advice Review the work of undertaken by consultants to date Review of the planning policy context and surrounding Identify precedents key planning risks Review, and revision if necessary, of the overall planning strategy and planning programme once complete B. &nb sp; Pre-Application and Consultation Co-ordination of programme of pre-application meetings and PPA agreement Liaison with LB Harrow Officers (including Planning, Design, Highways and Sustainability); Preparation and submission of pre-application material to LB Harrow (and the GLA) and attendance at all pre-application meetings Consultation with key stakeholders, as required and input into public consultation exercises, including attendance at public exhibitions, Development Control Forums and Developers Briefing if necessary Reviewing and advising the project team on feedback, implications and further actions arising from pre-application consultation Negotiating on draft s106 Heads of Terms C. Pre-Submission and Preparation of key Planning Deliverables Project management of team to prepare required planning deliverables, including the issue of an 'Aide Memoire' detailing common features such as application description, floor areas, nomenclatures etc Co-ordination and review of all supporting documentation Ongoing liaison with the client team and legal representatives in the preparation of a draft legal agreement Preparation of planning statement, covering letter and relevant application forms including relevant CIL forms Collation of application documents and submission to the Planning Department Ongoing discussions with Planning Officers and GLA and negotiating draft Section106 Heads of Term's D. Additional information: Invitation to submit a Quotation Introduction and Background This is an invitation to submit a quotation issued by the London Borough of Harrow for planning consultancy related to the regeneration of Grange Farm Housing Estate. These documents are being made available on the condition that they are used solely in connection with this Invitation to quote, and no other purpose. The request for quote process will be conducted using the Councils e-tendering system, London Tenders Portal , www.londontenders.org and all correspondence and submissions must be made through this portal and by no other means. The Employer The employer will be the London Borough of Harrow . Contact on matters relating to this procurement project as a whole must only be made through the London Tenders Portal . Other forms of written communication will be ignored. Appointed Consultant The single point of responsibility and liaison for this appointment shall be Paul Mullins although regular working with other appointed architects will occur Should the named person in 7.1 change during the project, the LBH Project
