description
The objective of this is to procure an organisation to lead on the creation and running of an international design competition which will ultimately select an outline design for the memorial that must be innovative and sensitive, as well as practical and robust. It will become a world-recognised and significant landmark in central London.
This process will need to include as a minimum:
-Input into the design of the competitive process itself.
-Input to assist UKHMF achieve a positive and engaging consultation with a vocal and diverse stakeholder community, including providing materials where necessary -Management of the design competition to achieve a timely conclusion with the selection of an outline design for the project and
-Input into UKHMF’s media engagement strategy
It will also include working with UKHMF and partners to draft briefing documents for all stages of the competition, providing entrants with all the required information, including on:
The ambitions of the project to deliver a truly iconic and visionary memorial design
The technical details and make-up of the site which will influence or restrict development (details to be provided from separate technical contractor)
Planning brief for the site and information on restrictions on development (details to be provided from separate technical contractor)
The brief and scope for the project to be agreed with the client.
Other considerations including security, temporary uses of the memorial at major commemorative events, community sensitivities and maintenance.
Budget for the memorial
The selected contractor will need to run the competition, if necessary in line with any relevant OJEU rules, to allow that at the conclusion of the process UKHMF or DCLG can complete whatever contractual arrangements necessary with the designer or design team for their winning design of the Project. This will include:
Drafting an OJEU notice, if necessary
Drafting all necessary documents, including for possible subsequent stages of the competition
Promptly responding to enquiries for further information from entrants and potential entrants
Promptly acknowledging receipt of applications
Providing expertise and input for any public consultation or exhibitions
Managing the assessment process at all stages of the competition. (input on technical assessment can be sought from the technical consultant)
Drafting reports for agreement by DCLG/UKHMF at the various stages of the competition
Providing feedback to unsuccessful bidders
In addition, the project will require the contractor to:
Encourage applications from established and emerging designers and architects to ensure a diverse set of entrants to the competition
Organise and advise on publicity, including advice on how to exhibit entries to encourage public engagement
Advise and assist with the recruitment of a jury for the competition
