description
The authority proposes to engage in a competitive process to appoint a contractor for the provision of managing the Design and Build (including obtaining planning permission), installation and maintenance of the Solar PV carports, battery storage facility and EV chargers for the duration of the contact.
It is anticipated that the arrangement would last for a maximum of 25 years (subject to the provider's business case) and during this time the ownership of the equipment would sit with the provider until the end the contract term when all equipment would revert to the freeholders.
The installation would be paid for by the provider/tenderer on the basis that they would then enter into an agreement with Adur & Worthing Councils who would buy the energy produced from the sites for the duration of the contact at a price below the standard market rates. This agreement would be based on a PPA model at no cost to the Council.
The Council has identified 6 sites for Project SmartHubs to be delivered: Beach House Car Park, High Street MSCP, Buckingham MSCP, Pond Road CP, Worthing Crematorium and Worthing Civic CP - new multi storey car park.
Project SmartHubs will draw on the authority's commitment, experience and local networks to demonstrate how different approaches to generating, sharing and using renewable energy, heat and energy for transport can be seamlessly integrated.
Nature and extent of works:
Installation Solar PV carports across Adur & Worthing car park estate, supply PV to generate an approximate range of 18Kw min to 250kw max of electricity across 6no. sites.
Installation at 1 of the 6 sites above to include 1 battery storage facility to capture and store the electricity produced by the PV, approximate size of battery energy storage system 300Kw/h min.
We would also be looking to install 13no. EV chargers (7no fast charger 22Kw, 6no. rapid charger 50kw) that would be distributed throughout the 6 sites.
The metering arrangements for each technology need to be carefully considered to ensure that energy from all three technologies is captured at source.
The contract would also include for Operation & Management and Maintenance for the duration of the contract.
The provider is to manage the Design and Build (including obtaining planning permission), installation and maintenance of the above for the duration of the contact.
Nature and quantity or value of supplies:
The goods installed would need to meet the energy demand over the duration of the contact.
The provider should allow for an estimate of replacement parts in order to maintain effective energy production for the duration of the contact, to be stated within your proposal (minimum performance guarantee likely to be included within any tender)
The EV chargers will need to meet the performance requirements of the West Sussex County Council (WSCC) EV strategy (further detail can be provided)

Additional information: The interested suppliers are invited to register on the councils e-sourcing solution In-Tend, complete and submit the Selection Questionnaire published on In-Tend. Only suppliers who will meet criteria on the Selection Questionnaire will be invited to tender for this project. The contract will be awarded by restricted procedure without further publication of a call for competition. A detailed specification for these services is currently under development and full details will be confirmed in the invitation to tender documentation.
