As part of the recent Liverpool City Region transport deal, Halton Borough Council and Knowsley Metropolitan Borough Council are wishing to deliver a Cycling project across the two boroughs which will encourage behavioural change from car to bicycle on short journeys (1-5miles). This contract will be available for use by Halton borough Council and Knowsley and any additional districts within the Liverpool City Region, within the boundaries of OJEU procurement regulations. The overall aim of this project is to promote model shift from car to bicycle/walking for journey's under 5 miles to the residents and employees of Halton and Knowsley. The project will support a reduction in congestion and associated emissions by those taking short trips (1-5miles) to places of employment or opportunity choosing to travel sustainably It will broaden the horizons of those who feel unconfident in their abilities to cycle to a place of work safely and comfortably in line with LTP priorities. This project must use established community networks which have been built up from previous sustainable cycling initiatives, and it is important that existing cycle groups and networks are incorporated into this project to enable long term sustainability. It is expected that the successful supplier will engage with local business/ local workforces/ Youth Career services/ JCP and district employment services such as Halton Employment Programme (HEP) and Knowsley Works etc and when and where appropriate sign- post those requiring travel advice or a travel plan to either Halton's NTT or Merseytravel Corporate Engagement Team departments, therefore supporting activity in the Mersey Gateway Growth Zone.
