APSE wishes to implement a new Data Warehousing solution to improve the monitoring and reporting function across its Performance Networks, which is a public benchmarking service across England, Scotland, Wales and Northern Ireland and used by over 200 local authorities. The service has 17 years of collating a variety of performance indicator data. It has been recognised that there is a shortfall in the current way of information management within APSE Performance network and limits the ability to carry out detail information analysis across multiple years. Further, the current information management framework within APSE has scalability issues in accommodating changes to the performance network primarily due to the way it has been setup at the early stages of the performance network. The majority of data collection for the Performance Network happens through Microsoft Excel templates and data being stored using the Microsoft Access databases.
This project is confined to the creation of a more efficient, reliable and user-friendly database to allow APSE to store performance networks data (from excel files and web forms), run queries and produce a range of reports. The new data warehousing solution should be able to replicate the current set of reports as well as producing new, more sophisticated types of analysis.
It is not intended at this stage to change the way in which members submit data (through excel files) nor is it intended at this stage to move to on-line data collection and/or reporting. However, the medium-term aim is to replace the data templates with on-line data capture, as well as providing members with the ability to analyse their data on-line and to create their own reports. Therefore, the system should be capable of working with on-line systems as the intention is to move towards this in the near future.

The anticipated value of the Services is approximately £100,000. APSE proposes to enter into one Contract for a period of 2 years 6 months and the anticipated service commencement date is 11 July 2016.
