Soft Market Testing for Portsmouth Area Highways Minor Works Framework

Portsmouth City Council (the 'Authority') is looking to establish a framework agreement consisting of suppliers that are able to deliver civils works for small highways civils / construction projects (up to around £150k per project) primarily in the Portsmouth area.

At this stage, the Authority is conducting soft market testing on its proposed strategies for the procurement, contractual and operational arrangements for the framework as well an envisaged timescales for set-up.

Interested suppliers are encouraged to review the attached soft market testing document and complete and return a feedback form to help shape the establishment and direction of the framework.

It is at your discretion if you wish to take part in this exercise and will not affect your opportunity to bid for the framework if you do not, however, we would clearly value your input at this early stage. To enable us to take full consideration of your comments can you please aim to return the feedback form via InTend following the tender return process set out within the Supplier Guidance document by close of play 22nd September 2017.

We will still accept responses after this date if you are unable to meet the deadline although the later it is the less likely we will be able to consider and implement comments and suggestions.
