The Support to Live at Home service is for: twenty four hour home care provision for older and disabled people (including those funded by Health for ongoing long term health conditions); end of life care at home; dementia care; and reablement. The service is divided into five separate geographical areas which will be tendered as four separate contract opportunities at different phases between 2015 and 2017 (see below for detail on the phases).

The Extra Care Housing schemes are for the provision of home care at four specific extra care housing schemes and these will also tendered as four separate contracts at different phases (see below).

The work does not include: provision for people with a learning disability; provision for people with poor mental health; or provision for people funded by health and social care due to complex needs.

Support to Live at Home

The Support to Live at Home contract will be a spot purchase contract. The geographical area in question for the delivery of home care comprises:

There are approximately 2800 home care hours delivered in this area currently per week.

Area 3 is being tendered as 1 Contract but can be priced separately as 2 areas in recognition of differing demographics and geography in Area 3 (B) as defined below ? For further information on the exact address split of Area 3 see Area 3 Address? appendix X.

Area 3 (A). Clevedon, Kenn, Kingston Seymour, Walton and Weston in Gordano approx. 1300 hours.

Area 3 (B). Clapton and Easton in Gordano, Portishead, Pill, Leigh Woods and Abbots Leigh approx. 1500 hours.

Extra Care Housing

The Extra care scheme included in this tender is:

Waverley Court Extra Care Housing, 68 Fourth Avenue, Portishead, BS20 7NY - 60 one and two bedroom apartments, 45 of which rented via North Somerset Council, approximately 380 hours of home care per week anticipated and 1 waking night, 7 nights per week for a client with learning disabilities in addition to the included waking night cover

Additional information: North Somerset Council uses Supplying the South West Procurement Portal www.supplyingthesouthwest.org.uk to manage all of its procurements. Tender documents are available to all interested parties, however in order to submit a tender you must express an interest formally on the Portal in order to upload your tender and successfully submit.

This tender falls under the Light Touch Regime and over the threshold set, therefore an OJEU has been placed.

North Somerset Council have designed a procurement process whereby we have merged the Open Tender process with the Competitive with Negotiation. Therefore we are allowing all interested parties an opportunity to submit a tender. The council intends to invite the top three scoring tenderers to the negotiation phase.

The Council also reserves the right NOT to negotiate and to go direct to an award if it deems appropriate given the evaluation of the Tenders.

Tender documents will be made available on Monday 16th May.

The closing date for expressions of interest AND submission of your tender will be Tuesday 28th June at 13:00.

Tenders will only be accepted via the online procurement portal within the timings detailed previously.
