Southend Traffic Surveys 2016

Southend-on-Sea is seeking bids for classified turning traffic counts, queue length surveys, pedestrian counts, cycle counts and Automatic Traffic Counts (ATC) at 40 locations within the Borough to be carried out in May/June 2016. All surveys to be undertaken from 7am-7pm, apart from the ATCs to be carried out over 7 consecutive days.

The surveys will need to be carried out on a neutral weekday and some locations will also need to be surveyed on a Saturday. The surveys will need to be carried out before 23rd June. The dates will need to be agreed in writing by Southend Council.

The requested data is to be collected using video cameras, (excluding the ATC data) and the video evidence to support the results is to be provided to Southend Council.

The data must be displayed, analysed and provided in 15 minute intervals in Ms Excel. All the data requested must be provided to Southend Council within 6 weeks of data collection.

To allow information to be circulated in time, the deadline for receiving clarification questions is 20th May 2016.

This work will be commissioned through a single stage quote process. Prospective suppliers are requested to submit their bid submission to daviniafarthing@southend.gov.uk with the email heading ‘May/June 2016 Traffic surveys’ by 10:00 Wednesday 25th May 2016. Bids received will be evaluated using the Award Criteria detailed below;

Additional information: Minimum Accuracy Requirement

The Provider must ensure all surveys carried out have a minimum accuracy level of 95% per location.
