Most government departments hold a significant volume of data in the form of a 'digital heap' of documents, emails, datasets and other types of information. This is evidence of the department's policymaking and delivery and must be appraised and selected for permanent preservation as the historical record.

Appraisal and selection of this material will almost certainly be carried out with the support of Artificial Intelligence (AI) tools. Some parts of the appraisal and selection challenge lend themselves to AI solutions, such as distinguishing between personal and business email. Other aspects are intrinsically very difficult. This project aims to increase our hands-on capability and understanding in the use of AI for selecting records, not to identify a tool that we can recommend to government to carry out selection.

One of the tools identified in Phase 1 is Azure ML.

This contract is to provide the following:

  • a)the necessary licences for Azure ML, and any other associated licences which may be required.
  • b)sufficient cloud space for working.
  • c)the services of an expert user, or team of expert users, of Azure ML
