Oxford Health NHS Foundation Trust the Authority is seeking to develop a possible procured solution in the provision of its Adult and Older Adult Mental Health Out of Area Placements (OAPs) programme.

Operating within Oxfordshire and Buckinghamshire, the Authority buys and funds all adult and older adult mental health acute and psychiatric intensive care unit (PICU) beds when there is no capacity. Placements are currently subject to "spot" pricing and subject to market fluctuations - a model which is not economically sustainable. A consistent approach to pricing is sought to enable best value for all OAPs placement including bed fees, additional observations, medications etc.

To this end, the Authority wishes to enter into early engagement with the market to develop an effective sustainable pricing model that could be used on contractual basis.

Indicative information is sought on different pricing models within the accompanying Market Engagement questionnaire for PICU Male, PICU Female, Adult Acute Female & Adult Acute Male. Additional information is also sought on whether the market could also offer older adult and other more specialist placements. An information document is provided setting out the service delivery context under which it is envisaged the pricing models would operate.

We request all interested providers to register via the NHS Sourcing Portal https://www.nhssourcing.co.uk/web/login.htm, download and complete the Market Engagement questionnaire and return it via the NHS Sourcing Tender Portal no later than 16:00 BST 22nd July 2019.

Information provided will assist the Authority in deciding which route is taken in any future process, should the Authority decide to proceed with a competition.

Interested providers should note that the Prior Information Notice is not a call for competition and information is requested only to assist in informing the Authority on how and whether to proceed in calling a competition.

All information provided shall be held in confidence but retained in accordance with Regulation 84 PCR2015. However, interested providers should be aware that any information provided could be subject to an FOIA request under the Freedom of Information Act 2000
