The purpose of this Prior Information Notice (PIN) is to alert potential suppliers to an opportunity in relation to multiple potential requirements across the full range of grant administration, consultancy, domestic energy efficiency assessment and measure installation services.
A new Home Upgrade Grant (HUG) Consumer Led Route (CLR) is being developed by BEIS as an additional delivery route to the existing HUG Scheme. HUG was funded with £950m in 2021 and the funding is to be allocated across the existing HUG local authority (LA) route and a new HUG Consumer Led Route (CLR).
It is our working assumption that £100m will be allocated to HUG CLR during FY24/25, with the remaining funding being allocated to HUG 2 (second wave of the existing LA route).
The CLR 's objectives include :
| - | Offering an application route where customers can apply to HUG directly providing full geographic coverage across England. |
| - | Supporting preparations for the Off Gas Grid Regulations (OGG). A universal route for low-income households will be required from 2026 when the regulations will require that fossil fuel boilers can only be replaced with low carbon alternatives. |
| - | Creating digital infrastructure in preparation for a broader offer for consumers to apply for energy efficiency and/or low carbon heating. |
| - | BEIS wish to engage with as diverse a range of potential service providers as possible, includ-ing, but not limited to providers who have the capability to deliver : |
| I. | End to end HUG CLR delivery; including Administration, Assessment and Installa-tion. |
| II. | Any combination of one or two of the three constituent parts of the end-to-end de-livery; Administration or Assessment or Installation |
| III. | On a national or regional basis. |
To ensure that the HUG CLR scheme delivers the above stated objective, BEIS have decided to commence market engagement activities to better understand the various supply markets.
This engagement will be an opportunity for potential service providers and contractors to discuss the implications and opportunities which this new scheme represents with the BEIS Policy, delivery and commercial team. There will also be the opportunity to discover more from BEIS about BEIS wider scheme targeted at achieving net zero and energy efficiency in the country.
