description

NHS England is seeking to procure Healthcare Provision for adult males, young people, women, immigration detainees, foreign national prisoners and older prisoners in Prisons and an Immigration Removal Centre (IRC). The scope of the service provision model comprises the populations of the eleven in-scope establishments across Thames Valley, Bristol, South Gloucestershire, Wiltshire and Gloucestershire.

The Tender will be split in to three lots:

Lot 1: HMYOI Aylesbury; HMP Grendon; HMP Springhill.

Lot 2: HMP Bullingdon; IRC Campsfield; HMP Huntercombe

Lot 3: HMP Bristol; HMP Leyhill; HMP Erlestoke; HMP Ashfield; HMP Eastwood Park

The new service model tendered is designed to deliver:

An integrated and coherent healthcare delivery model across the three lots comprising the eleven establishments as aligned to both local healthcare systems and to local offender management pathways;
The three key strategic commissioning goals for offenders' health: to reduce health inequalities; to ensure services are integrated; and to reduce health risk factors;
Improved provider capability and capacity, including effective and simplified contracting models with robust subcontracting and supply chain arrangements to deliver improved service quality and performance;
Greater value for money from whole system capability and capacity, including more efficient operations underpinned by strengthened contract management arrangements; and
Cost improvement from testing the market through a competitive tender to secure new provision through contract(s) award and a subsequent innovative contracting model (prime contractor model).

The Contracts Values for each Lot are:

Lot 1 - £16.915m

Lot 2 - £39.750m

Lot 3 - £78.935m

Neither the Commissioner nor potential providers will be obligated to further commitment as a result of any initial expressions of interest. The Commissioner shall not be committed to any course of action as a result of issuing this advert or any invitation to participate or to submit a Bid Response in respect of this Procurement. The Commissioner shall not be bound to accept any Bid and reserves the right not to conclude a Contract for some or all of the Service(s) for which Bids are invited with one or more Bidders. The Commissioner reserves the right to amend, add to or withdraw all or any part of this Procurement at any time during the process.

Additional information: Please note that the Health Needs Assessments for Lots 1 & 2 that have been released are currently 'Final Drafts' and are currently being reviewed by partners and stakeholders. Minor adjustments and tweaks may be made however the structure and evidence basis will not change.

This alternating will not impact the Service Specifications, which are final.

The Final HNAs will be available from mid August and an automated Bravo notification will update providers when these have been added.

The change will not impact the provider's ability to produce a quality bid.

Potential Bidders should particularly note: This tender is being administered on behalf of NHS England South (South Central and South West) by NHS Commercial Solutions. The tender will be conducted via the NHS Commercial Solutions Bravo e tendering system. Bidders will be required to register on the Bravo system if they have not previously done so.
