The objective of this tender is to appoint an expert organisation who can provide us with:

  • a.Up to date information on the typical / average costs associated with the provision of water and sewerage infrastructure for new connections.
  • b.Advice on the degree of certainty / scope for variation in the above costs, to inform our understanding on the potential range of typical costs for particular infrastructure and where the risks of cost escalation might sit; and
  • c.The reasoning behind why certain costs associated with the provision of water and sewerage infrastructure may vary depending on certain variables such as, but not limited to, construction method and the ground conditions where the infrastructure is placed.

This piece of work must be delivered by 31 March 2016

Scope of work

We are looking to appoint an expert organisation to provide:

  • I.A benchmarking report on the reasonable costs associated with water and sewerage infrastructure. This report will set out the costs of water and sewerage infrastructure, typically used in requisitions, in varying scenarios; and
  • II.An update on the range of contractor charges contained in the ‘Comparative Study: Cost of new water supply connections work’ report. This report focused on the costs related to communication pipe connections rather than requisitions. The provider will update the contractor charges to reflect today’s costs.

To be clear, we are not looking for a breakdown of what companies are charging their customers for providing new connections infrastructure, rather we are seeking an independent view on what it would typically cost a construction / engineering provider to provide this infrastructure. We envisage this being a desk-based exercise, based on information already held by / readily accessible by the provider. The work should not entail requesting and gathering cost information directly from water companies.
