Arun District Council wishes to appoint a contractor to conduct a Stock Condition Survey of all the Council's Housing Properties.

Following the installation of a new Housing IT system and in order to refresh data and to develop a strategy to keep the Housing Properties in reasonable condition, prioritise work and implement Planned Maintenance programmes, Arun District Council, Housing Department, has decided to seek interests in the provision of a stock condition survey of the Council Housing stock.

Arun is a coastal District Council situated between Worthing, Pagham and Chichester and the northern border within the South Downs, in West Sussex. The main towns within the District are Arundel, Bognor Regis and Littlehampton with properties also situated in smaller villages throughout the area. As at 31st March 2016 the portfolio consisted of 303 Bungalows, 1,244 Houses, 1,105 Flats & Maisonettes & 463 Leaseholders. There are also 22 sheltered schemes consisting of 633 Bedsits & Flats & 58 Bungalows.

This survey is to be programmed to take 2 years starting December/January 2016/2017. The information to be gained is critical to the preparation of budgets for repair, maintenance and improvement works. Therefore it has been decided to achieve a 100% access to all properties, including Leaseholders, in order to carry out an accurate survey. Whilst it is understood that this will be difficult to achieve the successful service provider will be required to make 3 attempts to gain access to the properties and this may involve evening or weekend visits in some cases, with no enhanced payment. Full details of tenants and leaseholders addresses, telephone numbers and email addresses, where known, will be included as part of the IT information package and it is expected that the successful Tenderer will not only write to the Tenants/Leaseholders but will also try to contact by telephone, in order that a mutually acceptable date can be arrived at. The successful tenderer must keep the Client informed of unsuccessful attempts to gain access and after 2 failed attempts the Client must be contacted so that some assistance could be provided to obtain access. If all 3 attempts are unsuccessful refer the property to the project officer, together with details of the attempted visits, copies of letters, details of phone calls etc., no abortive fee charges will be paid and no cloning of details will be allowed.
